Executive Summary
- ITG Brands took a list-price increase effective July 1, now flowing through state minimum-price files. Indiana's state minimum cigarette pricing bulletin (updated July 3) flags an ITG list-price increase with refreshed minimums across Winston, Winston Select, Kool, Maverick, and Crowns; New Jersey reissued its minimum legal price list July 2. Expect shelf-price resets on ITG brands to work through the Southeast over the coming weeks.
- Imperial/ITG leadership handover is now in motion. ITG Brands — July 1 list-price increase registers in state pricing files (the ITG story of the week). Indiana's Alcohol & Tobacco Commission updated its state minimum cigarette pricing list on July 3 to reflect an ITG list-price increase effective July 1, with updated multi-pack/loyalty terms and minimum retail prices for Winston, Winston Select, Kool, Maverick, and Crowns. This is ITG's follow-on to the spring pricing round (its April adjustments had already reset Kool/Winston/Maverick minimums in the same file). Retailers in minimum-price states will see the new floors first; in non-posting states like Alabama, expect the increase to surface through wholesaler price sheets over July.

BAT / R.J. Reynolds — minimum-price resets; California non-menthol litigation continues. New Jersey's Division of Taxation issued a refreshed minimum legal price list on July 2 covering the Newport and Camel families — same early-July pricing-file churn seen with ITG in Indiana. No new Reynolds list action this week; the suit against California officials over seven "non-menthol" Camel Crush Oasis/Crisp and Newport styles (filed June) remains the live legal front for menthol-replacement combustibles in flavor-ban states.
Market & Pricing Context
Downtrading pressure unchanged. The structural picture reported through June still holds: total cigarette volume down high-single-digits (−7.8% overall, −8.1% at c-stores in the latest reads), deep discount the only growing tier, and fourth-tier brands carrying richer retail margins (21.6% vs. 12.9% for premium in 2024) — which keeps retailers allocating backbar space toward value. ITG's July 1 list increase and PM USA's two 2026 increases keep widening the premium-to-discount gap that fuels this shift.
Early-July state pricing files are the ones to pull. Indiana (July 3) and New Jersey (July 2) both reissued cigarette minimum-price lists this week reflecting manufacturer list changes. Alabama has no minimum-price posting regime, so the same increases arrive via wholesaler sheets instead — worth cross-checking invoice pricing against these public files. Alabama's excise holds at $0.675 per 20-pack (33.75 mills/cigarette), still among the lowest nationally.
Regulatory
FDA proposes registration and product-listing mandate for foreign tobacco manufacturers (June 26). The proposed rule "Establishment Registration and Product Listing for Tobacco Products" would require foreign manufacturers of all tobacco products — cigarettes and cigars included — to register establishments, list products with FDA, submit to on-site foreign inspections, and keep labeling/advertising records for four years, closing a gap where only domestic makers faced these duties. Comments are due September 14, 2026. For combustibles at retail, the practical effect would be better federal visibility into imported product entering the U.S. market.
Menthol status unchanged — still withdrawn. The FDA's menthol-cigarette and flavored-cigar product standards remain withdrawn (since January 2025) with no new federal rulemaking activity this week. Kool, Salem, and Newport remain freely sold nationally; flavor restrictions stay a state matter, with none in effect in Alabama.
Cigar taxes fell July 1 in Kentucky and California. Kentucky's cigar tax dropped from 15% to 6% of wholesale price on July 1 — with the Premium Cigar Association calling the rate-plus-definition approach "a great example for other states to follow" — and California's rate on cigars/OTP stepped down from 54.27% to 51.08% of wholesale for the fiscal year beginning July 1. Tax-driven price relief on cigars in those states; no change to Alabama's weight-based OTP schedule.
Alabama — county stamp administration ahead. ALDOR notices confirm Etowah County tobacco taxes shift to state collection effective September 1, 2026 (first remittance with the September return, due October 20), following Walker County's stamp requirement that took effect February 1. Retailers and wholesalers serving those counties should confirm stamp/remittance procedures before the fall.
